Andy says this will in effect mean less money for council because of change in balance between residential and coupon parking. Outer T competition results now being looked at several good ideas but not all compatible with each other. Town Belt legislation being looked at in March. Hopefully it will see the return to the Town Belt some parcels of land taken out by Government such as the Telecom land on the Tinakoris. Wadestown Residents Association - John
Very concerned at Council's decision to close down WCN in April. It will mean the end of the Wadestown website which is us ed in various ways by Wadestown community groups, including this Community Liaison Group. It will also means the closing of some 540 other community websites around Wellington. John says the impact on Wellington community groups will be very substantial.

Village Fair on second saturday in March, 13th March. ABout 15 stand already booked but people need to start finalise their planning tell John if we are to have another successful Village Fair. Cost $10 a stand unless you are a member of the Wadestown Residents Association.

Following the meeting the following was received from Cr Coughlan putting the Council's position on WCN.

As part of the Long Term Council Community Plan councillors made a decision to alter the funding that had traditionally supported community groups with website access. You will recall that for many years a number of groups had received free website hosting through Wellington 2020 Trust. Many things have changed since that initial support was agreed including the technological environment, the improved availability of cheap/free web hosting and the general population's familiarity with a range of electronic media.
Given these changed circumstances the Council agreed to a reduction in funding but wanted to retain some support for community agencies.
To assist transitioning organisations the Council has provided an on-line module that will help organisation's to identify web-presence needs and guide organisations through the options. This will be available in March.

As part of the Long Term Council Community Plan decision $50,000 per annum was earmarked within the grants pool to ensure community groups develop and retain a web presence. As part of this process we have recently sought expressions of interest from organisations that can provide tools and support to community groups to support a more sustainable, varied and tailored model of provision. We see that this support could occur in a number of ways including training, information provision, the use of on-line tools etc. Closing date for expressions of interest is the 28th February. Public advertising has occurred. We have already had a number of organisations expressing interest. The Grants Sub-committee will consider the proposals in March and they will then go to Srategy and Policy Committee before a 3 year contract(s) is approved.

You will recall that the debate at the time of the LTCCP finalisation was that the Council's commitment to digital divide issues has not diminished but the context has changed significantly. A single point of web site provision is no longer appropriate.

Minutes of WCLG Meeting on Tuesday 1 September 2009

Wadestown Residents Assn John
Very concerned at Council’s decision to cut funding to WCN. This will mean that the free web hosting of sites, such as our Wadestown Community site, will cease. There is no one else in the market offering a similar service and Wadestown and many other community organisation will either loose their web sites or be required to pay for domain names and hosting.

Attended a City Council Connecting Communities seminar. All presenters were City Communities officers who seemed to think that connecting with people in the community could be done via email or phone. While this is possible if you know the phone and email addresses of everyone in the community, none seemed to realise that they were unlikely to have such contact details of, for instance, all the lonely or isolated men in the community (The target audience of the WCC Men’s Shed project.

Annual Rubbish collection will be on Saturday 31 October and will repeat last year’s practice of encouraging people to rescue items that they could use from items put out for the collection.

Highland Park - Dorothy
Barry Durrant has begun work on cutting the track from Oban Crescent down into Trelissik Park.

The WCC has sent a letter to the people involved in the row over access to the Anne Street Reservoir giving two options. 1. Allowing access via the steps they build with a notice saying public access or reinstating the Council’s original access way that would be more expensive.

Fort Buckley is waiting for a Council action on the graphiti tagging that covers the site and the Historic Places Trust is also talking to Council about the matter. Residents are very please with the additional planting that Council has done around the site.

St Lukes, Tric
Not a lot going on t the moment. There will be a Parish Fair Saturday 14 November. Consideration is being given and alternate event for Halloween as the Presbyterian’s have decided not to continue with the alternate event. This did not seem to have the desired effect on the target market.

Wadestown’s Annual Rubbish Collection Saturday 31 October at 8am. Residents encouraged to rescue items put out for the collection that they could used, as long as they did not open boxes, cases etc and did not make a mess of material put out for collection.

The Assn is concerned that the Wadestown website may close if council cuts funding to WCN. What will we do then?

Councillor Coughlan
Suggested Assn should apply for a grant to set up an alternate website. Reopening of Manners Mall to traffic comes up for public consultation shortly. Speed limit of 30 kph being considered for Tinakori Road. Waterfront competition on something for the Queens Wharf Outer T. Reviving Wadestown Community Tennis Club. Highland Park – Dorothy The accessway to the Highland Park Reservoir and Trig point is still being pursued by the Association and the Council. A local resident has built over the access way and the Council is to give him options to resolve the situation.

Taggers have been at work on Fort Buckley however since it is a listed historic building the assocation is not allowd to rry and remove the tagging as it may damaged the elderly concrete building. Most of volunteers are the more maure citizens who work very hard for the CAB. March was a fantastic month with good client numbers.  Barbar is leaving CAB to be Administratr at Karori Normal School. New  CAB Manager Mary O’Regan. Tuesday is a difficult day for CAB to attend meetings.

WRA - John
The Fair went really well with over 40 stalls from all aspects of the community. However the Residents Association which runs the Fair is disappointed that none of the stall holders ever make any donation to the Association, although they are asked to do so if they make a good profit. There is not even a Thank You. There is considerable work and expenses in advertising and running the annual Fair so the Association has decided that next year there will be changed conditions. Members of the Association and children will continue to have free entry but non-members will be changed $10 for a stall.

Annual Rubbish Collection. There has been a similar lack of response from the community to the annual rubbish collection although the amount of rubbish put out continues to increase. There is also a considrable quantity of recyclable material. This year the Association is considering collecting good recyclable material, assembling it at Myers Park, and offering it for resale later in the morning. After recovering the Association expenses, the blance will be donated to another community organisation.

Minutes of WCLG Meeting on Tuesday 3 March, 2009

Apologies The Library,

Wadestown Residents – John
So far 32 stands taken for the Village Fair – could cope with another 10 or so.  Residents Assn provide volounteers or the Railways walk. We were to get a portion of the profits but unfortunately the Ngaio people forgot the agreement and gave all the money to the Ngaio Scouts.  The library is closed today for refurbishment and the setting up of the community Space, due to be opened in Village Fair Day.

Community Centre - Louise
The new Community Space at the Library will be opened by the Mayor with ribbon cutting and cake. There will be comfy chairs coffee tea, and the space can be booked for meetings with some changes yet to be worked out. Contributions for Walkestalk.  Graffiti sill a major problem

Civil Defence -  Jack Farleigh
Jack has taken over as manager of Wadestown CD. He is getting more equipment in and talking to talking to WEMO

Police - Dave Ross
Biggest community concern is now graphiti. There has been a massive increase in graphiti and it is cost people a lot of time and money dealing with it.  The Dob-in-a-tagger campaign was so successful in the Eastern suburbs, that taggers have now moved here.  Tagging starts in the 3rd form and its not urban art but criminal damage, which is costing people big dollars.  There are now to two private graphic painters outers but they are causing a problem because the paint all tags out with the same paint..  If you see a tagger in action don’t approach them but call into the police

There were 6 burglaries in Wadestown last month, 2, unlawful  takings, and 2 theft ex cars so far this months. New technique removing entire passenger lock.

Presbyterians - Sharon
The church year is now ell underway and next major event will be combined exercise with St Lukes

Minutes of WCLG Meeting on Tuesday 3 February, 2009

Apologies Dave Ross & Tric Malcolm

Wadestown Residents, John Shrapnell - All go for the Village Fair on Saturday 14 March. Several stalls already allocated. Over Christmas break Council came to a decision over the need for community space in Wadestown. We have now been formally told that Stage 1,the left hand side of the Library will become community space with a sofa, coffee making facilities etc. One of the current llibrary offices will be cleared and used to store tables, chairs etc and divider screens. When the libary is recarpeted the community space will also be painted to distinguish it from the rest of the library. Fine details have yet to be worked out but the Council plans a formal launch of the Community space at the Village Fair. When the threatened economi clouds roll away we will renew our call for Stage 2 involving building some storage rooms, kitchen and toilet behind the library. The Library's team leaders feel the move is a win/win situation and may have saved the library from closure altogether. The only stock that will be lost is out of date reference books because up-todate information can now be obtained on the two computer connected to the internet.

There was some general discussion about the Council's plan. Councillor Jo Coughlan was thanked for her discussions with Council officers had produced good results. There was some concern that study guides used by students might disappear and the Group will ask the libary to ensure that this does not happen.

Wadestown Presbyterian Church - Sharon The difficulties in findingparking places around Wadestown has caused at least one group move their meetings to another suburb.

There was considerable discussion on the parking issue. Severalparking place have been lost due to the huge No Parking area designated oppose the Wadstown Kitchen. IKt was pointed out that only two buses turnaround there and that was beyween7.30 and8.30 in the morning. The library community space Myers Park only have 3 parking space with limited parking. The rest of the Moorhouse Street and Wadestown Road andoher streets close of thje main road are filled every day with people from out of town who park all day long while they walk to town and work.

Plunket, Anna - AGM to be held on Monday 9 February at 7.30 inthe Plunket Rooms

General Business The village has been hit hard by tagging recently. Many garagesup CeciclRoad were tagged as were the shops, the library and churches. This morning the church was attacked again this time with eggs andsome other material. The group is to approch the Council and the Police to get more action to prevent the continuing and expenive damgage to property.

NEXT MEETING Tuesday 3 March. As the library will be closed for refurbishing on that day the meeting will be at 27 Hanover Street 1230pm

Minutes of WCLG Meeting on Tuesday 4 November,2008

Apologies Andy Foster, Sharon Ensor, Eleanor Doig

Police - Dave Ross reported and recent crime wave in Wadestown 1 burglary, 2 unlawful takings, 8 break-ins, 4 intentional damages etc. Surprisingly one of the “hot times” for crimes in Wadestown is on  a Tuesday between 10-11 in morning and 6-9 and night.

Crime is apparently higher in Wadestown because it’s what’s known as a Crime Corridor because of the road through the area creating more than one exit

There will be a public meeting for community leaders on New Ways of Community Policing early next year.

Highland Park Progressive Assn – Dorothy. Good Meet the Candidates event that brought a more than capacity crowd.  At half time the Chair had to ask those sitting to give  up their seats so that those standing could take a rest.
The Assn in in the middle of its annual street survey of maintenance issues.

Library - Ann Karori had very well attended Haloween party for kids.  Special voting for the General Election has been in Library all week. There is a Civil Defence meeting in the Library on Thursday at 6.45.
On 11th of December a Come in Your Pyjamas Christmas Story night.
On 9 December Special stories
Coffee and cakes will be featured as usual in the Library at Christmas Week

Plunket/Playgroup – Anna. A very sucessful Plunket Day with a good response in Waddestown and outside New World.
Pin group two more new groups coming through.
There is a problem for parentsand children trying to get to the Plunket room and the Childrens’ Park. What can be done.  Speed pillows? Lower speed reduction notice, ramp instead of steps on the parth to the Park outside Miss Green’s.

A notice board would be useful in Childrens’ Park.  John offered Wadestown Residents notice board from outside the Drs surgery as there is already Council board there.

Community Centre – Louise. The churches had a good crowd as their alternative Halloween events.
All being well our next months meeting will be the Christmas Community Lunch.  In Library  at 12.30 but on the second Tuesday – 9 December

13 Nov Briefing on the Council’s Community Facilities Review in Committee Room 1
Tai Chi going well on Wed and Fridays

Wadestown Residents Assn – John. Rubbish collection was busier than usual with nine truckloads taken to the tip. The job took four and half hours to complete, masses of recyclable items thrown out. We need to put in some limits on demolition material.

For the past two years any attempt to get the Council to move on the community rooms has been met with “We have to wait for the community Services review” That review, which is over a year late in reporting, has now been released to Councillors. Several Councillors have been highly critical of the so-called review because it did not produce the required review of Community facilities.

Liquor by law coming out soon and the  24/7ban for the  cbd may extend to Aro Valley and all of Mount Victoria. Andy questions whether this would cause a spill over into suburban areas? Consultation on bus lanes consultation soon.

WCC – Jo Coughlan There is some ani-tagging money available and Council is working with police on the problem. Artificial turf going into Ngaio which would improve availabilty of sports grounds in wet weather.  Jo is concerned about lack of swimming pools

Presbys – Sharon - All quiet on Presby front

St Lukes -  Jenni - Tric girl had a baby girl on  Tuesday. Parish is doing well. Mission soon focussing on Fair Trade

Wadestown Residents Assn- John Shrapnell - Concern that first Highland Park disappeared from the Council’s documents as they didn’t recognise it as a suburb, but now Wadestown seems to be disappearing too with no mention in Annual Report or even 10 year Plan.  Is this part of Council’s plan to develop what it calls the growth spine with its town centres (used to be called hubs).

Instead the plan is to develop Crofton Downs.

At Committee meeting last night we decided to trial the idea of getting people to put rubbish out on the Friday night to allow other residents to recover items they might want to use.  Adding proviso that thre should be no unpacking of rubbish bags, boxes etc

Next major event for WRA is the annual rubbish collection around end of October/early November.
John asked for feedback on idea of persuading people to put out rubbish on the Friday night and having a community agreement that anyone could “rescue” an item from any of the rubbish put out.  The concept was one person’s rubbish might be another person’s treasure and we may be able to recycle many things. Also wanted to give stop people feeling guilty that they might be stealing if rescuing an item from the rubbish

WCC - Natasha

John asked for feedback on the concept of protocols for the Community Liaison Group. The concept was supported by all five community members and by the Council representative.  It was decided not to seek a decision on the issue until a response had been obtained from community members missing from today’s meeting.

The old shelving went to Otail school for its library. The group noticed that chairs are in short supply and only one table. There was no parking availablr outside the library for peopel attending todays meeting as all but three parks were taken up by people from out of Wadestownleaving ther cars all day in Moorhouse Street and walking into town. the sitautin will become even more difficult when Council bans parking one one side of Lower Moorhouse Street. Police - Dave Ross
The Wadestown community is not reporting crimes, yet there were thefts and a series of car break-ins. One of those affected said they didn't want to bother the Police. Dave made the point that if incidents are not reported Police HQ thinks all is well, and directs resources to other areas. Police HQ wants more emphasis put on community work so he may be seen about the village more often. He's considering holding a monthly clinic in Wadestown to encourage people to come and talk to him. He's getting a new vehicle - four-wheel drive "young mum's special".

Wadestown Residents - John
Nine tonnes of rubbish removed in the Annual Rubbish Collection - much of it could have been recycled. Despite the load of rubbish only one person contacted the association to say Thank You and enclose $5. Now taking bookings for stands at next year's Village Fair on Saturday 8 March. Still trying to persuade Council to accept the need for a community centre alongside the library. Hoping this might be achieved in John's lifetime as we are now into 12 year of trying.

St Lukes - Tric
As recorded in Presbyterian notes, St Lukes is a partner in Carols in the Park and Pancakes in the Park. Also organising a Childrens' Christmas Party.

CAB - Carol
CAB has now run two clinics in Wadestown but few people came. Trying to work out the reasons for this and may try a different time and day.

Community Coordinator - Louise
Praise received for All Hallow party that churches ran. Coordinating Carols in Park and Pancakes in the Park events. More tree planting by the School around the library as organised by Village Green Trust. Meeting with other Community Coordinators from around the city has been useful.

GENERAL BUSINESS
It was agreed that next year our meetings will be held in the Wadestown Library. The reason being that the single staffing at the library means that the library rep.cannot leave the building. The Group would also like to record its thanks to Wadestown Presbyterian Church for its hosting of the meeting for the past many years at no charge tothe community.

It was agreed that our last meeting for the year on Tuesday 11 December will be a mainly social affair. Louise will organise finger food from the Wadestown Cafe. The cost will probably be under $10/head.

Relations with other community centre coordinators are being improved under Armajin Maxwell, the new Head of City Communities Unit.

Wadestown Residents - John
Pressure being kept on Council officers over new community centre building but the latest delay is waiting for WCC facilities review to be completed. Annual rubbish collection on the last Saturday in October (27th). All rubbish to be on on roadside by 8am. There is concern at the amount of recyclable material that is put out on Rubbish Day. John says while it would be good to separate out that sort of material it would need at last one more truckand volunteers to achieve a meaningful result. And Foster will approach Council officers to see if they can make help resolve the issue.

Wadestown Residents Assn - John John attended Rates Review but believed it was a political smokescreen as the Term of Reference only allowed discussion of alternative means of raising funds for local bodies. Discussion of expenditure was prohibited even though most speakers, regarded this as essential.

Mayor's plan to bring Broadband to the masses is a great idea, but the means of doing so was completely unacceptable - 100 kilometres of overhead cables spread across trolleybus cables and then more cable to schools, houses, business etc. Access to Council's overhead structure free to ISPs - refer back to Rate Review

Concerned at random replacement of concrete power poles by thicker taller poles, most 10 metres tall.  John wonder whether this is linked by Mayor Prendergast’s desire to have the broadband network that services the CBD extended to the suburbs.  Åre the new poles in preparation for ever more overhead cables? If so the troops will be mobilised again to fight more environmental damage.

WCC has painted crosshatching over roadway opposite Café.  This means no parking 24 hours a day.  WCC says the reason is Stagecoach requires this area free for parking despite the fact that only 4 buses turnaround there on week days mornings between 7.20 and 8.25am and despite the fact they have a wide turning area only half a kilometre along the road.  Shop keepers, Dr and resident complaining at reduction of parks and effects on business.
